TxDOT's Bid Tabulations Dashboard and the Texas Open Data Portal both give you the same thing: the complete record of one letting at a time. Every bidder, every bid item, every unit price, all there, all correct. What neither one gives you is a way to see that record across hundreds of lettings at once. Pulling one bid item's pricing history means opening letting after letting and building the comparison yourself.

The same bid item can price differently letting to letting, district to district, competitor to competitor. That range exists in the public data. It just isn't structured anywhere. Estimators who want it rebuild it from scratch, project by project, or price without it and hope the number holds.
Wins and losses
A won bid can still leave real margin behind. A lost bid is rarely lost by everything, usually it's one or two specific bid items. Both of those are visible in tabulation history, if someone goes back and analyzes it at the bid item level across every project. Almost nobody does, because the raw data doesn't do that work for you.
